In 1988, Mr. Polyakov graduated from the Kuibyshev Moscow Institute of Civil Engineering, and in 1994, from the Moscow Academy of Law as qualified jurist.
He specialises in civic law and circulation of promissory notes. He is on the group drafting a law on bills of exchange and promissory notes. Mr. Polyakov also worked with the Department of Stock Exchange Transactions and Securities of the Ministry of Fuel and Energy of the Russian Federation.
In 2005, he took part in special studies on the subject “Principles of Economic Security in Moscow, as the Capital of the Russian Federation, as a Federal Subject, and City” at the request of the Department of Economic Security of the Government of Moscow.
In 2006, Mr. Polyakov worked on the issue of budget relations in the sphere of communal services at the request of the Institute of System Studies of the Accounting Chamber of the Russian Federation.
He conducts courses “Tax planning”, “Tax consequences and business organization“ at the Higher School of Finance and Management of the RANEPA.
He has to his credit many publications on promissory note and civic law.
