In 1978, Vladimir Biruk graduated from the Belarussian State Technological University (Minsk) with a degree of "Engineer". In 1979-1984, he worked at the Chair of Theory of Strength of Materials of the same University. He defended his thesis "Optimization of Equipment Diagnostics and Maintenance" for the degree of Candidate of Engineering Sciences.
From 1999 to 2001, he studied at the MBA programme of the Open University (UK). In 2001-2002, he was a student of the Institute of Parliamentarism and Entrepreneurship, studying banking and finance. He regularly takes advanced training attending seminars, courses and internships abroad.
In 1988-1990, he was engaged as a representative of government authorities at the Moscow Representative Office of Eastern Siberia, coordinating the cooperation of the region enterprises with domestic and foreign partners. From 1990 to 1992, he was a senior expert on economic and structural reforms at the IT Technology Association of the Inter-republican coordination center under the Government of the Russian Federation. In 1992-1993, he was an expert for the monetary and economic management of the National Bank of the Republic of Belarus and the Central Bank of the Russian Federation.
From 1996 to 1997, Mr. Biryuk worked as an expert of the British Know-How Fund (Den Holm Hall, Ltd.). In 1997-1998, he consulted the World League of Credit Unions; in 1998, he coordinated a project at the Transition Economy Discovery Center (CETRAN), Lisbon (Portugal); from 1996 to 2000, he was engaged in the TACIS programme as a senior expert of the European Review Service.
Since 2000, Mr. Biryuk has been the CEO of Capital-Petersburg LLC and the non-profit institution "The Institute for Development of Education in Management and Communication "Capital".
In 1993-1996, he held the position of General Director of the Belarussian Interbank Currency Exchange.
Since 2013, Mr. Biryuk has been Associate Professor at the Higher School of Finance and Management of the Russian Presidential Academy of National Economy and Public Administration.
He took an active part in the development of many legislative initiatives and market institutions, establishment of seven largest stock exchanges of Russia and Belarus, as well as international projects.
His experience in the field of economy and finance is 25 years.
